BMR Innovation Talk on Smart Specialisation

What does the Corona crisis mean for European regions and their innovation strategies? How can smart specialisation help overcome the economic crisis? How can cities and regions tap the full potential of smart specialisation through targeted cluster policies? In recent years, smart specialisation has become a guiding concept to make Europe more cohesive and, at the same time, to foster the regions’ competitiveness. However, while Europe was close to make the next step towards more smart, sustainable and inclusive growth, the Corona crisis now represents a serious challenge for its present and future.

These questions were addressed yesterday in the latest of a series of innovation talks hosted by Business Metropole Ruhr, the region's economic development agency. The format attracted around 160 participants from over 30 countries. In his presentation, Prof Kiese discussed the challenge of policy implementation, looking at North Rhine-Westphalias policy trajectory from the regionalisation of structural policy over innovation networks and cluster policy all the way to the impact of regional innovation strategies for smart specialisation (RIS3) imposed by the European Commission as an ex-ante conditionality for its regional development funding for the 2014-2020 funding period. He concluded by likening RIS3 to secret service cartoon characters Mort & Phil, or Clever & Smart in the German edition, who constantly experienced the failure of sophisticated complex strategies due to banal practical inadequacies.
