"Hora est!" The Beadle had just entered the room to declare that one hour had elapsed, and that Raffael Beier's PhD defence had to be terminated. The speaker at that time was only allowed to finish his or her sentence. In a very traditional ceremonial procedure with professors wearing hats and gowns, Raffael Beier had twelve minutes to present the essence of his PhD thesis "From the City to the Desert". The thesis assessed the policy process and welfare outcomes of a shantytown resettlement programme in Casablanca, Morocco, by analysing quantitative and qualitative data gathered in large-scale fieldwork. In the remaining 48 minutes, Raffael Beier faced challenging questions from four examiners. A total of eleven supervisors, examiners and other professors were sitting opposite him, including Rector Professor Inge Hutter who chaired the Full Doctoral Committee at the International Institute of Social Studies. The public PhD defence was attended by his parents and a large group of his fellow graduates from the M. Sc. in Geography at RUB, among others. The ISS is part of the Erasmus University of Rotterdam, but based in Den Haag. The Institute of Geography congratulates Mr Beier on being the first PhD student to graduate under a joint agreement between the ISS and the Institute of Development Studies (IDS) at RUB, supervised locally by Prof Wilhelm Löwenstein (IDS) and Prof Matthias Kiese of the Institute of Geography. Raffael Beier had previously obtains both his S. Sc. M. Sc. degrees in Geography. Photos
