Learning Goals

Students are able to analyze structures and processes of governance in cities and regions with regard to their institutional anchors, actor networks and power relations, path dependencies, multi-level references and spatial effects. They have learned to critically reflect on the actions of actors on a theoretically sound basis and against the background of knowledge of numerous examples from governance practice, are trained in multi-perspective thinking and are prepared to self-reflexively perceive their future role in urban and regional development management.

Contents

Structures and processes of governance are analyzed on the basis of international literature as well as on the basis of case studies from cities and regions in Germany, drawing on comparative studies within the EU and closely linking theory and practice. The aim is to look at governance processes, structures and cultures by linking an actor- and institution-oriented perspective and to critically examine questions of the spatial effectiveness of governance at the urban and regional level - starting with place making in the neighborhood and ending with new forms of regionalization.

Target audience:

Students of the M.Sc. Geography specialisation in Urban and Regional Development Management in the 1st or 2nd semester.

Goals
  • Students learn to analyse governance structures and processes in urban and regional development with regard to their institutional anchoring, actor networks and power relations, path dependencies, multi-level references and spatial effects.
  • They will acquire the ability to critically reflect on the actions of actors on a theoretically sound basis and against the background of knowledge of numerous examples from governance practice.
  • They are trained in multi-perspective and multi-dimensional thinking and prepared to self-reflexively perceive their future role in urban and regional development management.
Content
  • Theoretical approaches and thematic foci of governance research are developed and discussed on the basis of international literature.
  • Based on the analysis of governance formats from the practice of urban and regional development in Germany, the theory-based analytical concepts are then applied and critically reflected.
  • A special focus is placed on current approaches to "governance of transformation" in connection with different levels of action, from the project level to the neighbourhood, the district level and the city as a whole to the level of the region.
Organization
  1. Development of a theory-based analytical framework for the study of governance structures and processes as well as their development paths and influencing factors.
  2. Application of the analytical framework to governance formats in urban and regional development in Germany with a focus on current approaches to "governance of transformation".
  3. Reflection on the findings in an exchange with experts on "transformative governance" in the Ruhr region.
